Dear Fellows

Please see the email below from Amit Mulji:

Dear all,

As you may be aware, the Government recently published its proposed National Data Strategy<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fgovernment%2Fpublications%2Fuk-national-data-strategy%2Fnational-data-strategy&data=04%7C01%7C%7C12d1e76dc8154780178308d88bdd3ec8%7C4a5378f929f44d3ebe89669d03ada9d8%7C0%7C0%7C637413129638842566%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=%2BSy6rn6A7YkZUeEw0WQFx03TaZtA4AHdNKvS7Jd89KI%3D&reserved=0> and is accepting responses in an open consultation<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fgovernment%2Fconsultations%2Fuk-national-data-strategy-nds-consultation%2Fuk-national-data-strategy-consultation&data=04%7C01%7C%7C12d1e76dc8154780178308d88bdd3ec8%7C4a5378f929f44d3ebe89669d03ada9d8%7C0%7C0%7C637413129638842566%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=R6zlo%2FqNr8pqzkIg0s4I1qKFfVdeNW%2F91JJA%2BzdNpXg%3D&reserved=0>.

Please find attached a draft of the answers: Eirini Malliaraki (emalliaraki at turing.ac.uk<mailto:emalliaraki at turing.ac.uk>) would welcome input from by you, your respective Programmes, researchers at your respective universities and Business Team colleagues by close-of-play Tuesday 24 November.

Especially given the number of questions in the consultation, please feel free to only provide feedback / comments (particularly if there are any omissions) and amendments in areas you feel that you have particularly relevant knowledge / expertise / insights in.

We look forward to hearing from you and thank you for your contributions - thus far and those in the near future!

Background

With the proposed National Data Strategy, the Government wants to address how existing UK strengths can be leveraged to boost the better use of data across businesses, government, civil society and individuals.

This is of course highly relevant to the Institute's scientific remit and goal of 'leading the public conversation', and Adrian Smith as Institute Director (who also recently met with the Minister in charge of this policy area<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fgovernment%2Fpeople%2Fjohn-whittingdale&data=04%7C01%7C%7C12d1e76dc8154780178308d88bdd3ec8%7C4a5378f929f44d3ebe89669d03ada9d8%7C0%7C0%7C637413129638852514%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=Ro3VTyewGbiYGsOPrdsbp88rYU1e6wfPpw3Z3LxDxcc%3D&reserved=0>) and our Board of Trustees have identified this particular consultation as a priority for the Turing network to provide a contribution to.

In order to put together a draft response to the questions posed, Christine Foster as Chief Collaboration Officer asked the relevant Programme Director or Turing Business Team lead (as appropriate) to ideally organise a small workshop aligned to at least one of the five missions<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fgovernment%2Fpublications%2Fuk-national-data-strategy%2Fnational-data-strategy%23missions&data=04%7C01%7C%7C12d1e76dc8154780178308d88bdd3ec8%7C4a5378f929f44d3ebe89669d03ada9d8%7C0%7C0%7C637413129638852514%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=4oVsjjQqLv%2B1%2BzvtaCbUuL51ew5HXLCchtlNOHaYNn4%3D&reserved=0>.

Mission 1 (Unlocking the value of data across the economy and overall):
Christine Foster

Mission 2 (Maintaining a pro-growth and trusted data regime)
Helen Margetts, Programme Director for Public Policy

Mission 3 (Transforming government's use of data to drive efficiency and improve public services)
Helen Margetts, Programme Director for Public Policy

Mission 4 (Ensuring the security and resilience of the infrastructure on which data relies)
Martin O'Reilly, Director of Research Engineering

Mission 5 (Champion the international flow of data)
Allaine Cerwonka, Director of International (and Associate Director of ASG)

The aim of these workshops was to facilitate a discussion around the questions that sit underneath each of these missions from the perspective of the Turing network. These discussions were then written up by the workshop leads as responses to the questions and combined (and edited for consistency as necessary) by Christine and Eirini to produce the draft attached. We are of course grateful for the hard work of the workshop attendees and the 'mission leads', especially as they organised these workshops and drafted the subsequent responses in a very short space of time!

After receiving comments from you, your respective Programmes, researchers at your respective universities and Business Team colleagues, and incorporating as appropriate, we intend to share this close to final draft with Adrian Smith and, as appropriate, our Board of Trustees, to formally sign-off the response prior to submission in early December.

Best wishes,

Amit Mulji
