<p>So this was before I became 3.4 release engineer, it is in
pub_lib which means it would not be present if you did a zero
install. Justin and I cannot figure out why this choice was made,
so I have moved this back to perl_lib like it was for 3.3. ( See

I wanted to send a test email from EPrints 3.4, but on
inspecting the 3.3 and 3.4 codebase in Github, I note that
the EPrints::Plugin::Screen::Admin::TestEmail plugin doesn’t
