[EP-tech] Ask about open access and full text on irstats overview

Hi Agung,

Yes.  Although to be absolutely clear, an item that have multiple 
uploaded files only needs one of these to be publicly downloadable.  An 
example where you might have multiple files uploaded it where you have 
an accepted (to a journal) version that you want to keep private (e.g. 
restricted to registered user or admins only) but a published version 
you want to make publicly downloadable.
