Did you install IRStats via the Bazaar? It sounds like you're missing bits of the plugin which should be in [EPRINTS_ROOT]/lib/plugins/EPrints/Plugin/Stats/
(specifically Handler.pm ) which should have been installed by the bazaar.

Subject: [EP-tech] Issue setting up IRStats
I'm trying to get IRStats set up on my new EPrints server, however I'm running into an issue. I've got the plugin installed okay but when I come to fire off the setup process (bin/stats/process_stats REPO_ID -setup -verbose) I'm getting an error that basically sums up to:
Plugin 'Stats::Handler' not found
FTAL ERROR: Stats handler (Stats::Handler.pm) not available
I presume this is down to a specific perl module not being installed, however when I've tried installing it under CPAN I can't seem to find the correct module.
