[EP-tech] Document upload folder permissions

No, I'm running Ubuntu 14.04. I've checked and it looks like selinux isn't installed. Is there an equivalent on Ubuntu?

are you using a red hat variant and is SELinux enabled? Is so try disabling SELinux.
