no difference if

only using --enable-web-imports
only using --enable-file-imports
or using both --enable-web-imports --enable-file-imports

but for web import i guess --enable-web-imports should be enought.
i just tested with --enable-file-imports in case eprints store the file
temporarly and likes to import it as file.
never knows what EP is doing :-)
