hi

we are on a migration of some (40K) publications into a new eprints repo.

we produced a xml file for the ~/bin/import API
(http://wiki.eprints.org/w/API:bin/import)

doing a
perl ~/bin/import alex --verbose --enable-import-fields --force --update
--enable-web-imports archive XML epxmleprint_1.xml

gives
Failed to retrieve
'https://www.alexandria.unisg.ch/export/DL/35818.pdf': 403 Access denied
by configuration: file imports disabled

wget https://www.alexandria.unisg.ch/export/DL/35818.pdf works
