[EP-tech] (no subject)

Having upgraded repository to 3.3.12, we are facing issues of not being
able to upload documents from the local file system.  However, upload from
URL works.

OS: Ubuntu 14.04

Server version: Apache/2.4.7 (Ubuntu)
