Looking at https://github.com/eprints/eprints/blob/3.3/perl_lib/EPrints/Plugin/Screen/Search.pm#L308 and
This fix was added to the ‘master’ branch (https://github.com/eprints/eprints/commit/403313685fb48180cf9960d5e62a7593c3b34aea ), but not the ‘3.3’ branch.
I’d uncomment that line (or more properly do the plugin-tango http://wiki.eprints.org/w/Instructions_for_local_plugins to keep the change out of the core EPrints files).

Subject: [EP-tech] simple search preamble phrase not displaying on the user interface
We are in the process of upgrading our repository to 3.3.12 and I noticed the following issue:
In cfg.d/eprint_search_simple.pl, the following phrase is ignored (not generated on the user interface):
preamble_phrase => "cgi/search:preamble"
This issue was reported in 2012, see this:
What is the solution for displaying a ‘preamble’ message on the simple search screen?
We had this in previous version of our repository interface, and we still need it.
