Hi,
The files which handle the ajax phrases are:
- lib/static/javascript/auto/99_eprints_api.js (display the phrases)
- cgi/ajax/phrase (delivery of the phrases)
If you get a 500 then the error comes from the CGI script - you should
get a message in the apache error logs (but won't be "Failed to load
phrases" - that's done by the JS).
That functionality needs the PERL "JSON" module - is it installed on
your server (*) ?

(*) you can check on the command-line:
$ perl -e "use JSON;"
should display nothing.
