I've never had to do this - so don't know how well EPrints handles this.
I'd start looking at:
http://perldoc.perl.org/perllocale.html
- although I can't see that many references to 'locale' in perl_lib.

How can I add dot as thousand separator and comma as decimal separator
instead of default symbols?
1,000 => 1.000 (one thousand)
62.4% => 62,4%
