[EP-tech] Changing the datatype for [system] fields

I am creating a repository which will be receiving upward of 100,000 
records a month... and the "int" field has a limit of 2 million.

Is there a [sensible] way to create a clean install that defined eprint 
IDs and the like as BIGINTs rather than INTs?
