[EP-tech] enable SWORD for our repository

hi

   we want to create a web deposit interface for our users to deposit items
to eprints repository . Currently we are using eprints 3.1.2.1 , in which
sword is not enabled .
How do i enable SWORD for my repository and what are the steps to make a
SWORD deposit.
