[EP-tech] LibXML issue

Hi

	I noticed a problem with the most recent version of LibXML.  After an automatic OS update, EPrints lost the ability to load phrases and static pages.  It stopped recognising HTML entities.  It was fixed by downgrading libxml.

	libxml2.x86_64 0:2.7.6-4.el6_2.4 seems to work OK.  libxml2.x86_64 0:2.7.6-8.el6_3.3 seems not to work.  Note that this is on RHEL 6.
