[EP-tech] Does document tags still need extra namespace declaration and why?

Hi,

according to the wiki page at 
http://wiki.eprints.org/w/XML_Export_Format I need to put an extra 
namespace declaration into to each document tag, although it is 
identical to the one in the eprint tag surrounding the metadata of a 
record. Isn't that redundant when using modern xml parser libraries like 
XML::LibXML which usually respects inheritance rules of the xmlns attribute?
