Dear Susan,
I would like to draw the attention of the Web Science Institute to a project being developed to open up access to the UK Web Archive.
The UK Web Archive<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.webarchive.org.uk%2Fen%2Fukwa%2Findex&data=04%7C01%7Ccdtwebsciencealumni%40ecs.soton.ac.uk%7C5fd82afc304943db736c08d8da479e10%7C4a5378f929f44d3ebe89669d03ada9d8%7C0%7C0%7C637499348425446770%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=s%2FgPHb5jlsuL8QgZLrJyTkIpGOD8vdTS6UpLJwQq%2FQE%3D&reserved=0> is the means by which websites in the UK domain are collected and preserved under legal deposit legislation. It is a vast record of contemporary history and society with around 700TB of data, but we feel its research value is not being fully realised. Covid-19 has highlighted the importance of capturing and understanding online information and we are concerned that not everything is currently being preserved or made available.
The National Library of Scotland collects and catalogues sites for the archive in partnership with other UK legal deposit libraries. With these partners, we are applying to the Wellcome Trust's Research Resources funding scheme https://wellcome.org/grant-funding/schemes/research-resources-awards-humanities-and-social-science<https://eur03.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwellcome.org%2Fgrant-funding%2Fschemes%2Fresearch-resources-awards-humanities-and-social-science&data=04%7C01%7Ccdtwebsciencealumni%40ecs.soton.ac.uk%7C5fd82afc304943db736c08d8da479e10%7C4a5378f929f44d3ebe89669d03ada9d8%7C0%7C0%7C637499348425456766%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=KmB3M5hqqkd6LEcURddIylMhwsYIxzea2CLgQV4Zvo8%3D&reserved=0>. The deadline is 14 April 2021.
We're proposing an 18 month pilot project with a number of strands including curation, metadata, rights clearance and technical analysis / development. Within this we plan to curate a new collection within the UKWA with the theme of "Information / misinformation: public health 2019-2021". This will create discoverable content of research value in its own right, which will be very relevant in the current public health emergency. It will also give us a body of material for wider experimentation and development (we aim to capture around 10,000 websites or other online items). The project is also intended to build a case to tackle the legislative and technical constraints on web archives and to raise some of the ethical issues, e.g. looking at how the pandemic has highlighted the inequity of restricted access to modern health information. The intention would be for the pilot project report to inform a larger follow-on project.
We are particularly keen to build a research network, to gather use cases and to build relationships with scholars across disciplines. With that in mind, we would be very pleased to hear about current relevant scholarship and to talk more to anyone who is already using the UKWA or is keen to do so. It would be interesting to hear from you.
With all good wishes,
Joe Marshall
