Seems to me that what you *really* need is to have a clearer concept
of something like a Telephone Equivalence Class -- which could be the
same as a local network, but defined differently.
The definition of a TEC might be that for all phones within that TEC,
the dialling rules are the same to any other phone anywhere, local or
global. Also, the rules for dialling any phone in that TEC are the
same, with appropriate change of local (or "extension") number.
Then give that TEC a URI. At that URI, you could hold the rules for
obtaining any other TEC from that TEC, or indeed rules for obtaining
that TEC from any other one, in some standard format ... hmm ... I can
see why RFC 3966 says "Globally unique numbers are unambiguous
everywhere in the world and SHOULD be used." :)
Doing less this might not be worth the trouble.
