Rough CSV can be a nightmare-- if it's just got random comments in etc.
You probably want to start with 'data cube', which is a base for
building your local vocab of terms.

It's not trivial, but it lets you specify each value with the various
contexts it needs (age, gender, year) and lets you add your own too.
I've not yet got to grips with it, but it's on my list.
