<p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif"">As you know, the Department of State has been actively working to support institutions, governments, and organizations overseas interested in Open Educational Resources. I am happy to announce that our Fulbright Specialist Program is currently seeking Roster candidates with expertise in OER. <u></u><u></u></span></p>
<p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif""><u></u> <u></u></span></p><p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif"">The Fulbright Specialist Program differs from the ordinary Fulbright program in that it is short-term and project driven. Higher educational institutions overseas propose projects to the Department, and we seek to match projects with Specialists from our roster. The Department pays the full costs of sending the Specialist. Total length of each project is no more than six weeks.<u></u><u></u></span></p>

<p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif""><u></u> <u></u></span></p><p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif"">The Fulbright Specialist Program (FSP) seeks U.S. academics and professionals individuals in any of 25 eligible disciplines. Within the program, <span style="background:yellow">there is a special initiative to recruit individuals with </span></span><span lang="EN" style="background:yellow;font-size:10.0pt;font-family:"Verdana","sans-serif"">Open Educational Resources (OER) skills</span><span style="font-size:10.0pt;font-family:"Verdana","sans-serif";background:yellow">. <u></u><u></u></span></p>
<p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif""><u></u> <u></u></span></p><p class="MsoNormal"><span><span style="font-size:10.0pt;font-family:"Verdana","sans-serif"">OER are teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license permitting their free use or re-purposing by others. OER include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools, materials, or techniques used to support access to knowledge. </span></span><span style="font-size:10.0pt;font-family:"Verdana","sans-serif";color:#1f497d"><u></u><u></u></span></p>
<p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif""> <u></u><u></u></span></p><p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif"">FSP, which is funded by the US Department of State’s Bureau of Educational and Cultural Affairs, is open to U.S. scholars and professionals in 25 eligible disciplines. The list of the eligible disciplines and specializations can be found at <a href="http://www.cies.org/specialists/Joining_The_Roster/Eligible_Disciplines.htm" target="_blank"><span style="color:windowtext">http://www.cies.org/specialists/Joining_The_Roster/Eligible_Disciplines.htm</span></a>. Minimum requirements to apply include: U.S. citizenship at the time of application, a Ph.D. or other terminal degree in the field of application plus five years or more of post-doctoral teaching, or professional experience. <span style> Neither roster applicants nor candidates are required to reside in the United States in order to be approved or accepted for the roster, but must be residing in the United States in order to receive a grant and must intend to return to the U.S. after the grant's completion.<u></u><u></u></span></span></p>
<p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif""> <u></u><u></u></span></p><p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif"">Qualified U.S. applicants apply for admission to the Fulbright Specialist roster. Applicants recommended by independent discipline peer review committees and approved by the J. William Fulbright Foreign Scholarship Board (FSB) become roster candidates and remain on the roster for five years. Specialist roster candidates that are approved for the roster may then be matched with approved project requests developed by higher education institutions overseas. This may be an opportunity for specialists to collaborate with existing contacts and further develop institutional linkages.<u></u><u></u></span></p>
<p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif""> <u></u><u></u></span></p><p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif"">When determining the applicant’s suitability, the discipline selection must match the applicant’s academic and professional credentials. The discipline committee evaluates the applicant’s advanced expertise and substantial accomplishments based on the program goals, eligibility and review criteria. This includes assessing:<u></u><u></u></span></p>
<p class="MsoNormal"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif""> <u></u><u></u></span></p><p class="MsoNormal" style="margin-left:.5in"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif"">1.) Scholarship, leadership and recognition in the field;<u></u><u></u></span></p>
<p class="MsoNormal" style="margin-left:.5in"><span style="font-size:10.0pt;font-family:"Verdana","sans-serif"">2.) Contributions within and to the advancement of the discipline;<u></u><u></u></span></p>

Ability to complete program activities within the discipline/specialization at institutions whose goals include education-focused programming, the expansion of partnerships between universities and specialized institutions or the promotion of international and cross-institutional cooperation in higher education related initiatives;<u></u><u></u></span></p>
