<html><head><meta http-equiv="Content-Type" content="text/html charset=windows-1252"><base href="x-msg://3366/"></head><body style="word-wrap: break-word; -webkit-nbsp-mode: space; -webkit-line-break: after-white-space; "><div>** Cross-Posted **</div><div><br></div><div><a href="https://www.openaire.eu/en/about-openaire/openaire-project/objectives">OpenAIRE</a> is a central harvester of peer-reviewed research from</div><div>European institutional repositories (IRs).</div><div><br></div><div>In order to ensure compliance with the forthcoming EC Green OA </div><div>self-archiving mandate it is important that all European IRs should</div><div>be OpenAIRE compliant, <a href="http://europa.eu/rapid/press-release_IP-12-790_en.htm">Horizon 2020</a></div><div><br></div><div><div>A compliance-endurance mechanism is what <a href="http://nexus.od.nih.gov/all/2012/11/16/improving-public-access-to-research-results/">NIH</a> is now beginning </div><div>to implement too, 5 years after it first adopted its Green OA mandate.</div><div><br></div><div>But the NIH approach -- direct institution-external deposit by fundee or </div><div>publisher, in PubMed Central -- is not a mechanism that will scale to</div><div>other funder mandates -- and especially not to institutional mandates. </div><div><br></div><div>The reason is that the NIH is a central-deposit mandate and hence</div><div>fails to mobilize the funder's natural partner in ensuring grant</div><div>compliance, the one best placed and most motivated to do it:</div><div>the researcher's own institution.</div></div><div><br></div><div>OpenAIRE compliance is hence also important to provide a model for</div><div>mandates and best practice for research funding agencies worldwide,</div><div>to ensure that institutional and funder Green OA mandates are</div><div><a href="http://www.google.ca/search?hl=en&lr=&q=harnad%20OR%20Harnad%20OR%20archivangelism+blogurl:http://openaccess.eprints.org/&ie=UTF-8&tbm=blg&tbs=qdr:m&num=100&c2coff=1&safe=active#q=convergent+competitive+blogurl:http://openaccess.eprints.org/&hl=en&lr=&c2coff=1&safe=active&tbm=blg&tbas=0&source=lnt&sa=X&ei=9YyrUPjGL6Tq0QH3s4G4Bw&ved=0CBwQpwUoAA&bav=on.2,or.r_gc.r_pw.r_cp.r_qf.&fp=7ebc7a35adcc8c1b&bpcl=38625945&biw=1263&bih=735">convergent and collaborative</a> rather than divergent and competitive:</div><div><br></div><blockquote style="margin: 0 0 0 40px; border: none; padding: 0px;"><div><i><b>Deposit institutionally</b></i> (once only) and <i><b>harvest centrally </b></i></div><div>(to as manyfunder-based or subject-based repositories </div><div>as desired)</div></blockquote><div><br></div><div>The <a href="https://www.openaire.eu/en/about-openaire/publications-presentations/presentations/doc_details/342-how-to-make-your-repository-openaire-compliant-eprints">EPrints</a> software and <a href="http://www.openaire.eu/en/about-openaire/publications-presentations/presentations/doc_details/344-how-to-make-your-repository-openaire-compliant-dspace">DSpace</a> IR software) both have</div><div>OpenAIRE-compliance plugin.</div><div><br></div><div>It is very important that institutions should activate, implement and</div><div>document the feature, to make sure their researchers use it</div><div>and know how to use it.
