In addition, the Bank recently launched the World Bank Open Knowledge Repository and became the first major international organization to adopt a set of copyright licenses from Creative Commons. As a result, a wealth of Bank research and knowledge products are now freely available to anyone in the world for use, re-use, and sharing.</font><br>

<br>
<font size="2" face="sans-serif">Mr. Carroll is a Professor of Law and Director of the Program on Information Justice </font><br>
<font size="2" face="sans-serif">and Intellectual Property at American University Washington College of Law. He is a </font><br>
<font size="2" face="sans-serif">founding member of Creative Commons, and is recognized as a leading advocate for </font><br>
<font size="2" face="sans-serif">open access to scholarly research. He serves on the National Research Council's </font><br>
<font size="2" face="sans-serif">Board on Research Data and Information, is an Academic Fellow of the Center for </font><br>
<font size="2" face="sans-serif">Democracy and Technology and is a member of Advisory Board to Public Knowledge. </font><br>
<font size="2" face="sans-serif">His research focuses on Internet Law and Intellectual Property. On the topic of </font><br>

<font size="2" face="sans-serif">Vice President, External Affairs, World Bank</font><br>
<br>
<font size="2" face="sans-serif">Mr. Muller joined EXT as VP in November 2011. EXT manages relationships with key </font><br>
<font size="2" face="sans-serif">stakeholders for the World Bank, including parliamentarians, donor countries, </font><br>
<font size="2" face="sans-serif">the media, civil society, foundations, and the private sector. Prior to this, </font><br>
<font size="2" face="sans-serif">he was the Director for Banking and Debt Management in the World Bank Treasury, </font><br>
<font size="2" face="sans-serif">where he led the team responsible for modernizing the financial products </font><br>
<font size="2" face="sans-serif">available to member countries, and advisory services on public debt management.</font><br>
<font size="2" face="sans-serif">From 2005 to 2010, he served as the World Bank's Special Representative for </font><br>
<font size="2" face="sans-serif">Europe, based in Paris. His main responsibilities were managing the dialogue </font><br>
<font size="2" face="sans-serif">with European governments and institutions. From 1991 through 2000, Mr. Muller </font><br>
<font size="2" face="sans-serif">held a range of positions across the World Bank, including in country operations. </font><br>
<font size="2" face="sans-serif">In 2000, Mr. Muller took a leave of absence from the World Bank to join the </font><br>
<font size="2" face="sans-serif">senior management of SGS, a Swiss multinational. Prior to joining the Bank in </font><br>
<font size="2" face="sans-serif">1991, he was a senior economist at the Swiss Federal Department for Economic </font><br>
<font size="2" face="sans-serif">Affairs, working on multilateral trade negotiations and international finance.</font><br>

<font size="2" face="sans-serif">ADAM WAGSTAFF</font><br>
<font size="2" face="sans-serif">Research Manager, Development Research Group, World Bank</font><br>

<font size="2" face="sans-serif">Mr. Wagstaff is Research Manager of the Human Development & Public Services </font><br>
<font size="2" face="sans-serif">team in the Development Research Group (DECRG). Before joining the Bank in </font><br>
<font size="2" face="sans-serif">1998, he was Professor of Economics at the University of Sussex (UK). He was </font><br>
<font size="2" face="sans-serif">Associate Editor of the Journal of Health Economics for 20 years, and has </font><br>
<font size="2" face="sans-serif">published extensively on a variety of aspects of the field. Outside health </font><br>
<font size="2" face="sans-serif">economics, he has published on various topics, including bibliometrics, the </font><br>
<font size="2" face="sans-serif">effects of aid, efficiency measurement, the measurement of trade union power,</font><br>
<font size="2" face="sans-serif"> and the redistributive effects of taxation and economic growth. Beyond DECRG, </font><br>
<font size="2" face="sans-serif">he has worked (half-time) in the East Asia & Pacific region, and in the Human </font><br>
