<p><font face="Arial">We are pleased to present you the results of the
2010/11 questionnaire on Open Access and Preservation Policies in Europe, which
gives an overview of how policies and strategies on open access and preservation
have been developing in the European Research Area: </font><a href="http://ec.europa.eu/research/science-society/document_library/pdf_06/open-access-report-2011_en.pdf" target="_blank"><u><font color="#0000ff" face="Arial">http://ec.europa.eu/research/science-society/document_library/pdf_06/open-access-report-2011_en.pdf</font></u></a><font face="Arial">. As highlighted by Commissioner Máire Geoghegan-Quinn
in her Foreword, the report shows that open access is backed by a growing number
of universities, research centres and funding agencies across Europe.
Recent developments, such as the commitment in early December 2011 of the UK
government to make publicly funded research free to access, confirm this dynamic
growth. The information contained in the report is a milestone that serves as
valuable input for the development of a Commission policy on access and
dissemination of scientific outputs in the European Research Area and in Horizon
2020.</font></p>
<p><font face="Arial">On 30 November 2011, the European Commission
presented a package of measures backing Horizon 2020, the next framework
programme for research and innovation. The main references to open access are

now on-going. The adoption of legislative acts is foreseen in 2013.
