Anecdotal evidence suggests that practice regarding managing and paying
<br>
Open Access (OA) journal article fees to publishers varies considerably
<br>
amongst UK higher education institutions. This in turn makes it difficult
to <br>
establish a national perspective in respect of the extent and variation
of this <br>
activity as well as other issues, for example, whether publishers are
reducing <br>
subscription prices in proportion to the numbers of OA articles they
publish.<br><br>
In NESLi2 licence agreements, publishers have certain contractual
obligations <br>
relating to OA article acceptance that include for example informing JISC
<br>
Collections of numbers of OA articles they have published, and any <br>
corresponding reductions in subscription prices. Many claim however
that the <br>
level of OA activity is very low and not at a level to trigger reductions
in <br>
subscription prices. Additionally, negotiating levels of OA fees has not,
to-<br>
date, been part of the NESLi2 negotiations.<br><br>
JISC Collections is keen to establish whether or not it could play a role
in <br>
helping institutions with the management and administration of OA journal
<br>
article fees and in developing a central registry of articles published
under this <br>
model, which in turn, could feed into NESLi2 negotiations regarding the
level of <br>
OA fees. To help JISC Collections assess whether there is a potential
role that <br>
would add value to the process, we have been commissioned to undertake a
<br>
scoping study divided into two Phases. Phase 1 is designed to
gather <br>
information from HEIs regarding their current policies regarding OA and
whether <br>
they feel JISC Collections could play a role in improving the process,
and how <br>
and in what areas that might be. This phase will also include discussions
with a <br>
range of other stakeholders including selected publishers and funding
bodies. <br>
Depending on the outcomes of this phase, a second phase may be considered
<br>
whereby a pilot service is established involving JISC Collections and a
small <br>
number of HEIs and publishers.<br><br>
Establishing an accurate overview of how institutions are currently
managing <br>
and administering OA journal article fees is a key part of Phase 1 of
this study <br>
and we have created an online survey that we hope you will be willing to
<br>
complete, so that we can gather this information. The survey is
wide-ranging <br>
covering practical and policy issues and also seeks your views on the
possible <br>
involvement of JISC Collections. We have tried to make it as
straightforward <br>
and quick to complete as possible. <br><br>
We do not necessarily expect you to complete it if you are not the
appropriate <br>
person to do so. If that is the case, we would ask that you forward
it to the <br>
most relevant person in your institution.<br><br>

response we achieve, the better informed JISC Collections will be in

how to take matters forward. Unfortunately the software does not
allow you <br>
to print your response although you should be able to copy and paste your
<br>
answers into another document. You do not have to complete the
<br>
questionnaire in one sitting, as Survey Monkey will save your responses
and <br>
take you back to where you left off when you next log on from the same
<br>
computer.<br><br>
We will be able to report back to all respondents on the overall findings
of the <br>
survey, anonymised for confidentiality reasons.<br><br>
