[BOAI] Re: Happy birthday to the Budapest Open Access Initiative

As a participant to both BOAI and BOAI10, I would add that BOAI 
transformed a vision into a movement. This too was crucial.
Happy birthday, BOAI! On Valentine's day, it is a lovely gesture of 
love to the world's scholarship.
