On twitter, Herb Van de Sompel wrote: “OAI [Open Archives Initiative, aka
Santa Fe Convention, 1999] was from the outset about preprint communication
overlaid with review”
Steve Hitchcock replied: “Strategy was to focus on #openaccess to existing
publication system w/o threatening eg peer rev”
Herb replied: “Indeed. I have always wondered who set that strategy. The
UPS/OAI it was not. But it happened.”
So, less by way of reply than by way of further data, here are 2 archival

P.S. OAI archive interoperability was a good idea; “universal preprint
service” (UPS) was not; “overlay” was incoherent and there was not much
sentiment for #OA at that Santa Fe meeting (and for what it's worth, I’ve
been for #OA and for peer review all along, before Santa Fe and since…)
