[BOAI] comments wanted for legal issues regaring open access publishing

Pro-iBiosphere is a EU-FP7 funded project to design a research agenda to
build iBiosphere, a biodiversity knowledge management system in Europe.
Publications play an integral part in this project and are covered by
several reports, two of which have recently been released.

The report on legal issues is a draft report and open for comments. I would
like to invite comments to the report, and especially the proposed
recommendations.
