*Group Summary*The goal of the Global Development Program (GDP) is to
increase opportunities for people in the developing world to lift
themselves out of hunger and poverty and to help deliver targeted
healthcare solutions in these regions. Our strategies focus on Agriculture
Development; Water, Sanitation, and Hygiene; Financial Services for the
Poor; Global Libraries; and Family Health, which includes Maternal, Newborn
and Child Health, Family Planning, and Nutrition.
People often think of public libraries as simply “book houses,” but at the
foundation we believe they serve a much greater purpose in communities.
When libraries are development partners, they support public health,
education, economic development, gender equality, and all the areas of the
Millennium Development Goals. Global Libraries' vision is to improve
people's lives by bringing about effective, sustainable public access to
information and technology in public libraries, and to ensure it is useful
and used. As the largest single entity working to strengthen public
libraries today, Global Libraries has a tremendous opportunity to lead the
transformation of libraries, to change how libraries are perceived and to
expand their role in developing and transitioning countries. There has
never been a more exciting time to work in the library field.
*Responsibilities*The Program Officer designs, develops and implements
grants and projects for the Global Libraries team, researches prospective
grantee organizations and potential grant opportunities, reviews and
analyzes grantee proposals, and writes internal proposal recommendations
for Global Libraries leadership. Primary responsibilities (including, but
not limited to) are:
- Support the development, design, implementation, and management of grants
and projects to support the Global Libraries program, with specific focus
on the Research & Innovation initiative;
- Research potential grantees aligned with the portfolio and strategy to
build the capacity of public libraries to support community development
efforts through public access technology;
- Work with prospective grantees to develop proposal submissions and
associated budgets and implementation plans;
- Review, evaluate and analyze grantee proposals for alignment with the
Research & Innovation strategy; assess grantee strengths and weaknesses,
organizational capacity, and budgetary considerations;
- Write grant recommendations for consideration of Global Libraries
leadership;
- Develop grant agreements and definition of key outcomes and milestones
for grantees;
- Manage existing portfolio of grants in the Global Libraries portfolio,
grantee relationships, grant progress and expenditures, and review grantee
status reports;
- Successfully engage with a wide variety of organizations and stakeholders
including other library funders, representatives from the library field at
large and government stakeholders,
- Successfully engage with researchers as well as early adapters of
technology;
- Conduct analyses and undertake assessment of existing grants and assist
in the evaluation of overall program strategies and make recommendations to
improve future grant making, including site visits and regular check-ins
with grantees;
- Prepare of briefings for Global Libraries and Global Development
leadership as necessary on salient program issues, program strategies, and
other relevant topics;
- Represent the foundation at external conferences, events and other
program related events both domestically and internationally and report to
the team on outcomes.
*Qualifications*-Bachelor's degree in a related field; master's degree in
international development, information science, or relevant field preferred.
-A minimum of 6 years of professional experience in the information
management field or international development field required; may include
work in complex program development, design, and management, consulting, or
strategic development.
-Familiarity with internet/technology access and digital divide programs
and concepts; clear understanding of technology infrastructure including
emerging challenges and opportunities for public access providers.
-Experience with a variety of domestic and/orinternational development
programs, with particular emphasis on initiatives that employ innovative
technology solutions or are focused on fostering a culture of innovation.
-Demonstrated judgment and experience working within international,
domestic, state/local government, and NGO organizations in development.
-Familiarity with how information and communication technologies can reduce
inequities through public access, useful content, training and building
community and governmental support.
-Demonstrated ability to provide leadership and direction in and evidence
of success with large scale, multi-partner projects in the
non-profit/library community.
-Ability to work with diverse organizations and people of all backgrounds,
within and outside of the organization.
-Proven, analytical, interpersonal, and written and oral communication
skills, in positions requiring communication with a broad and diverse
audience.
-Capacity to work with flexibility, efficiency, enthusiasm, humor, and
diplomacy both individually and as part of a complex, dynamic team.
-Strong analytical skills, including risk analysis and sound understanding
of complex business models.
-Travel up to 35% domestically and internationally.
