For years I and others had been repeating: "The purpose of OA is to free
peer-reviewed research from access-tolls, not to free research from peer
review."
Finch's folly looks like it's instead steering (some) UK institutions
toward the latter.

Institutions that have a large number of authors that wish/are likely to
submit papers, may well benefit from purchasing an Institutional Membership
to Social Sciences Directory. The cost is GBP2,000 (plus VAT). This will
allow an unlimited number of published manuscripts (subject to adherence
with our Guidelines for Authors and a satisfactory review), for a period of
twelve months.
The current currency conversion is calculated as being US$3,000 and
EUR2,400. All prices are subject to VAT @ 20% unless exempt.
Social Sciences Directory uses an automated payment system via PayPal. If

*It is, to put it simply, a compendium, a mega-journal, an encyclopaedic
database of academic research and other content focussed on the disciplines
within the social sciences. It will be paid for by charging Article
Processing Charges (APCs) for peer-reviewed content and made freely
available to all under a Creative Commons copyright licence which allows
the authors to retain ownership of their work. Editorial control will be as
light-touch as possible.*

*There is an inherent cost to publishing, but we have set a charge that is
transparently to cover costs but cannot be construed as profiteering. The
prices arrived at are APCs of 100/$150/120 (+ VAT). Alternatively, we offer
Institutional Memberships of 2,000/$3,000/2,400 (+ VAT).*

*Social Sciences Directory is a well-intentioned initiative providing a
progressive publishing solution. **Please support us in our efforts. We
