[BOAI] Re: DOAJ, SPARC Europe Seal

Dear Colleagues,

I belong to those who feel that the libre OA model is not necessarily
good for scientific publishing, and the conditions of the SPARC Europe Seal
should be more liberal. For the OA journal I am involved with
- The Information Bulletin on Variable Stars - we use the gratis OA
model. I believe that the copyright of a scientific paper should - and
does - belong to the author(s), their institution (who pays their salaries,
laboratory buildings, etc.), and to the research funder (who pays for
the remaining). These are the parties who could distribute the paper,
nobody else. So, they can decide to publish it in an OA journal,
to put a copy on their website, or a repository (or all of these). 
Any further redistributionűis unnecessary and undesirable. 
Scientific papers are different from those items the CC is invented for. 
Anybody should be able to read a scientific journal article - that is 
granted by gratis OA. Anything what is really needed by the scientists 
for their everyday work is granted under "fair use" etc. See my paper on

I think there should be no other condition for the SPARC Europe Seal
than i.) the journal should have a clear licensing policy - CC-BY
or other; ii.) and there should be a clear indication about the
archival policy - archiving with DOAJ or elsewhere.
