2nd International Conference on Academic Libraries – ICAL-2011

*“Planning for Globalizing Academic Libraries”*

*Conference Objectives:*

In order to realize the vision of academic library for 2020, it is essential
to address the issues pertaining to technologies, standards, programmes,
systems and services required for repositioning libraries into next
generation libraries, related manpower development issues, and milestones to
be achieved. As an outcome of the ICAL-2009, the ICAL-2011 plans to come up
with an action plan for repositioning academic libraries into next
generation libraries. The action plan will comprise new programmes that
should help realize the academic library vision 2020, change management
strategies and policy changes as required for implementation. The ICAL 2011
offers all stakeholders in the academic enterprise an international platform
to address and debate major issues on the theme and topics of the
conference.

Discuss and debate issue related to comparative evaluation of academic
library performance and monitoring progress over time.

   - Understand comparative status of  development of academic libraries in
   India and in the West,
   - Understand comparative status of development libraries in the central
   and state universities India
   - Parameters for determining status of development libraries for
   comparative evaluation

 *2.    Models, Technologies, Systems, and Programmes for Globalizing
Academic Libraries: *

Discuss and debate models, technologies, systems, and programmes as required
for globalizing academic libraries. Address issues related to systems
polices, and implementation plans as required for operationalising global
academic library.

   - Models for globalizing academic libraries, networking libraries at
   global level
   - Systems and technologies required for globalizing academic libraries
   - User end technologies for access to common resources
   - Policies and programmes for system development and implementation

 *3. Next Generation Academic Library Services *

Discuss and debate new dimensions in academic library services in the
context of global library model;  what strategic roles academic libraries
and professionals ought to play to improve academic library image, and what
needs to be done to add value to library data, library service and to the
academic enterprise.

   - Faculty-Library collaboration in building course reserves;
   - Collaborative modes and models of library services including analytical
   information and content evaluation services
   - Library Advocacy, Information Marketing
   - Academic roles of the academic libraries and professionals
   - Information Literacy

 *4. Standards and Best practices at Consortia Level and at Client Level*

Discuss and debate standards and best practices for data accessibility, data
storage, interoperability, data security, and data preservation in the
context of global library model.

   - Standards and best practices for data interoperability, data storage,
   data security, data validation, data preservation, data migration, and
   backward data integration
   - Standards and best practices for content development
   - Standards and best practices for developing common library collections
   and resources,  production and delivery of library services
   - Best practices for quality upkeep and maintenance of library facilities
   - Best practices for procurement, up-gradation, replacement and
   maintenance of ICT infrastructure at Consortia and Client Level
   - Guidelines for staffing global academic libraries at Consortia Level
   (the National level) and at Client Level (The University level);
   - Norms for budget allocation at Consortia and Client Level

 *5. National Library Policy for Globalizing Academic Library*

Discuss and debate policy measures that could benefit academic libraries to
overcome barriers to their participation in the global library environment.
Discuss and debate with corporate world on how to overcome the barriers in
building national e-resource model.

   - National Policy for collection building and services at national and
   university level;
   - Collaborative models for building e-resources for globalized library
   services;
   - Policy for creation, development & adoption of open source software at
   consortia and client level;
   - Institutionalizing framework for un-interrupted maintenance support to
   libraries for OSS
   - Model MOUs between libraries for pooling and sharing resources,
   undertaking collaborative programmes for education, training, and research.

 *6. Talent Development & Library Research Programmes*

Discuss and debate specific issues on skill development in library and
information science, ICT areas for library applications, and management
topics of interest to libraries. Also address issues relating to programmes
development for collaboration in library education, research and training.
Also take into cognizance, the recommendation of National Knowledge
Commission where in it has emphasized that, libraries must assess as soon as
possible the manpower requirements of the country in the area of LIS
management, and take necessary steps to meet the country’s requirement
through LIS education and training.

   - Specific subject areas and strategies for skill development for
   different levels of staff in the university library hierarchy
   - Collaborative in library education, training and research at state,
   national, and global level
   - Institutional Framework for education, training and skill development;
   - Incentives for training and skill development;
   - Revamp LIS education, training and research facilities

 *7. Strategies for Change Management*

Discuss and debate strategies for programme implementation, for change
management; strategic, financial, and technical issues relating to shift for
a global academic library model.

   - Institutional framework as required for the purpose;
   - Feasibility studies on globalizing academic libraries
   - Institutional frameworks required for operationalising global academic
   library.
   - Procedures and policies as required for the purpose.
   - Budget implications for global academic model;
   - Cost sharing formula for managing funds from agencies at consortium
   level and client libraries
   - ICT infrastructure at consortia and client level;
   - Open source Vs proprietary solutions
   - Policy framework required
   - Strategies for Improving library ambience;

 *8. Economic Impact on Libraries and the Return on Investment (ROI)*

It is increasing becoming important that the libraries start examining its
investment on the human resource, content building, provision of library
services, infrastructure and evaluate the libraries with a view to analyze
and compare returns on such investment.

   - Value for Money (VFM) in Libraries;
   - Return on Investments (ROI) in Libraries

 *Programme Structure:*

The actual schedule of the 4 day programme will be notified in due course of
time. However, tentatively it has been decided to divide the proceedings of
the Conference as follows:

Day-1 Morning - TUTORIAL ON CLOUD COMPUTING; Evening – INAUGURAL FUNCTION

Day- 2 to 4      - MAIN CONFERENCE IN FOUR PARALLEL SESSIONS

The Conference will be held in several Parallel / Technical Sessions
including Plenary Session and Panel Discussions. ICAL-2011 opens the
registration for the one day tutorial/workshop to be held on 27th November
2011 as a prelude to main Conference. Kindly register for the Tutorial and
the Conference separately.

*Registration Details:*

Registration Closes on September 30, 2011. Registration Includes Conference
Kit including Conference Volume; High Tea, Lunch, Dinner (if scheduled);
Internet Service. Participants are Welcome to register separately for both
Main Pre-Conference Tutorials and Main Conference. The details of
Registration Fee etc will be made available shortly on the conference
website.
