[BOAI] OATP down for a time

To users of the Open Access Tracking Project (OATP):

Connotea is down for maintenance.

Because OATP depends on Connotea, OATP is down.

The timing in the middle of OA Week isn't good.  But we can hope that NPG
will fix some recent performance problems.
